This chapter examines how public healthcare institutions can strategically steer digital transformation while maintaining legal compliance, operational integrity, and ethical accountability. It analyzes how evolving technologies—such as artificial intelligence, data-driven platforms, and telemedicine—are reshaping the delivery, regulation, and governance of healthcare. Drawing on Swiss and European legal frameworks, including the Federal Act on Data Protection (FADP), the General Data Protection Regulation (GDPR), and sectoral health laws, the chapter outlines a model of governance that aligns institutional innovation with public trust and democratic values.
