Fit-for-Transformation: Initial Tool Evaluation and Method for Model-Based Systems Engineering Tools

As industries and administrations, particularly the Department of Defense (DoD), increasingly adopt digital transformationDigital transformation across organizations, researchers have identified a critical gap: the lack of tailored, secure, and actionable guidance for navigating the myriad strategies and methods available. Tool adoption poses a significant challenge, as the rapid proliferation of digital engineeringDigital Engineering (DE)-focused software and the evolution of modelingModeling languages—driven by the demand for greater interoperabilityInteroperability—complicate decision-making processes. This study originated from the need to identify tools that could effectively support a Virginia Tech National Security Institute (VTNSI) undergraduate research project aimed at advancing systems engineeringSystems engineering (SE) and driving digital transformationDigital transformation. Throughout this effort, it became apparent that existing methods for evaluating Model-Based Systems EngineeringSystems engineering (MBSEModel-Based Systems Engineering (MBSE)) tools or supporting digital transformationDigital transformation often fall short in providing the comprehensive scope needed to address the DoD’s unique requirements while remaining adaptable to specific project needs. This study introduces and assesses an initial evaluation method designed to strategically appraise MBSEModel-Based Systems Engineering (MBSE) tools based on their “fit-for-transformation” potential, with a particular focus on their suitability for the DoD. The method also serves as new instructional material for a digital engineering (DEDigital Engineering (DE)) course offered by the Grado Department of Industrial and Systems EngineeringSystems engineering at Virginia Tech. By aligning with widely accepted guidance and addressing diverse organizational needs, the method empowers decision-makers to select MBSEModel-Based Systems Engineering (MBSE) tools that support digital transformationDigital transformation while being optimized for the DoD’s unique operational and strategic demands.
