From Impact to Legacy: Evaluating Timișoara’s ECoC Networks as Feedforward Assets for Resilience and Sustainability

This chapter investigates Timișoara’s transformation as a European Capital of Culture through an analysis of its evolving cultural ecosystem from 2017 to 2024. Using a mixed-methods approach that integrates quantitative data—including administrative records and Social Network Analysis—with qualitative insights from over 40 stakeholders, the study examines how governance, trust-based networks, diversity, and inclusion contribute to ecosystem resilience and sustainability. Findings reveal significant growth in 2023 with increased projects, events, and partnerships, followed by a strategic shift in 2024 towards grassroots consolidation and regional engagement. The transition from a centralized to a decentralized network, enabled by mechanisms of trust transfer and inclusive governance were essential for fostering social cohesion and cultural innovation. The proposed analytical framework is adaptable to other urban and policy contexts, and globally applicable.
