The analysis shows how Commissioner Thierry Breton acted as a policy entrepreneur, seizing a policy window and coupling streams to place data policy on the agenda. The softening up process that followed was critical in shaping policy alternatives, influenced by long-standing internal Commission work and external factors such as the COVID-19 pandemic.
