The large-scale expansion of the electricity market and frequent adjustments to its rules have led to conflicting issues in electricity statistics and settlement operations, including accuracy, real-time processing, and statistical costs. This paper first proposes a three-layer governance framework that integrates statistical business data links, lineage relationships, and version control to achieve full-chain visualization of the statistical process. Secondly, it designs an intelligent reconstruction mechanism based on dual thresholds for data change magnitude and the proportion of affected data volume. When source data or statistical results deviate to a certain extent, this mechanism drives the overall dynamic update of the statistical data chain. The proposed data reconstruction mechanism effectively addresses source data fluctuations under various conditions, significantly enhancing the real-time performance and resource utilization of power transaction statistical operations.
