Obama’s “Pivot to Asia”: Addressing the China Challenge

This chapter examines President Obama’s shift in US foreign policy as manifested by his prioritization of the Indo-Pacific region. It explores the causes, objectives, and outcomes of US strategic rebalancing within the framework of Obama’s “Pivot to Asia.” It defines his approach as a hybrid policy that combined engagement with Beijing on global concerns with attempts to counterbalance China’s rise through a set of diplomatic, economic, and geostrategic means. In considering Obama’s signature policy initiative in the region, the Trans-Pacific Partnership (TPP), the scholarship highlights a distinctive feature of Obama’s Pacific strategy: its focus on geoeconomic rather than geopolitical instruments in countering the rise of China’s power and influence. The section explains how Obama’s personality traits amid the US’s financial and economic constraints influenced the nature and limitations of the Pivot.
