The chapter reflects on the fundamental structure and evolution of the Italian system of administrative prevention of corruption. This system, which has taken on its clear physiognomy since 2012 and has at its center the role and functions of the Italian Anti-Corruption Authority (ANAC), is seen in the overall framework of the Italian anti-corruption strategy, capturing its weaknesses and evolution trends. In particular, this system is examined critically by evaluating its limits and contradictions and reflecting in problematic terms on the most recent reforms. The Italian case emerges with its typical characteristics within a more general trend toward constructing organic systems to combat corruption in Europe. The paper examines the main mechanisms, starting from the system of corruption prevention plans, passing through the rules on conflicts of interest and “revolving doors,” codes of conduct, transparency legislation, and the protection of whistleblowers. Overall, the paper reflects on the parable of Italian anti-corruption that has developed since 2012, which, after an initial phase of strong momentum, has seen a gradual but evident decline in recent years.
