The study identifies that the aggression of the Russian Federation has profoundly detrimental effects on businesses in Ukraine. Traditional business networks have been disrupted, financial resources for enterprise development have been constrained, and resource provision challenges have emerged, resulting in the loss of opportunities to maintain and expand aggregate supply in the national economy. It is established that the war has led to a decline in consumer demand due to increased labour migration and a reduction in household incomes. It is substantiated that such circumstances necessitate changes in mechanisms, forms, and instruments of influence, not only on the operational practices of domestic companies but also on employment dynamics. According to an assessment conducted by the World Bank as of December 31, 2023, the total cost of reconstruction and recovery in Ukraine over the next decade amounts to USD 486 billion. The study demonstrates that assessing business losses and development prospects requires an analysis that goes beyond statistical data to include the findings of expert surveys involving business owners and top management representatives. The findings emphasize the need for steps to eliminate obstacles to business operations in Ukraine to develop strategies for business preservation and growth. One such approach is e-governance, which (1) enables rapid responses to evolving national circumstances, (2) ensures transparency of governance processes and enhances public trust in state institutions, and (3) facilitates the integration of both front-line and rear regions.
