Transforming HR: The Evolution from Operational Tasks to Data-Driven Strategic Insights

This research work examines the Dutch Police Force’s use of HR analytics to significantly minimize attrition rates among pilots in its aviation unit by linking recruitment practices and retention strategies with firms’ goals. The purpose of this study is to validate the strategic implication of data-driven HR practices in increasing employees’ stability and operational efficiency in the public sector. The research utilizes a qualitative case study approach to analyze secondary data such as HR analytics reports, exit interviews, and organizational records. The finding reveals that attrition rates of pilots recruited directly from aviation school was 40% in comparison to the pilots who were recruited into police force as police, received pilot training and promoted as pilot to fly Dutch police helicopters. The results show that internal recruits illustrated increased organizational commitment owing to intrinsic motivation and alignment with professional identity, resulting in significant reduction of cost in training and onboarding. The originality of present research lies in its practical application of HR analytics in a public institution, linking both academic theory with practice. It demonstrates how predictive analytics can provide informed evidence-based decision-making and foster sustainable HR strategy. Longitudinal studies across industries may be conducted in future to evaluate long-term outcomes, examine ethical implications of HR analytics, and explore employee sentiment analysis in predictive HR models.
