The Nordic countries are renowned for their remarkable levels of trust, a quality that has received increased examination over recent years in conjunction with the adoption of New Public Management practices within the public sector. Trust has emerged as a pivotal focal point for consideration and evaluation of these Scandinavian efforts. National trust-reforms have been implemented in Denmark, Sweden and Norway over recent decades with the explicit goals of reducing bureaucracy, promoting decentralization, and revitalizing societal confidence. Concurrently, the need for societal trust has permeated policymaking, and taken a central position on the agenda of most Scandinavian municipalities. This chapter provides a comprehensive exploration of the diffusion of such trust-reforms and their significant role in shaping the current landscape of public sector organizations. Drawing from diverse Scandinavian settings, the chapter examines both the similarities and differences found in these trust-reforms undertakings across the region. It concludes with a critical examination of the prospects, challenges and inherent paradoxes associated with the pursuit of trust through public sector reforms and the implications of such an undertaking for future public policymaking.
