England: Continuously Improving Processes for Patient Involvement Throughout HTA

The National Institute for Health and Care Excellence (NICE) produces guidance and advice to help improve health and social care in England. One of NICE’s functions is to undertake health technology assessment (HTAs) of medicines, medical technologies, diagnostics, and digital technologies and make recommendations about their use in the National Health Service (NHS) in England. Patient involvement forms a key part of the HTA process, and a range of methods are used to facilitate input and evidence from patient organisations and individual patients. ‘Lay’ members sit on decision-making committees to bring out the patient perspective and ensure that the experiences and outcomes that matter to patients are captured in NICE’s recommendations. Individual support, resources and training are offered to patients and patient organisations during their involvement with NICE. Evaluating and improving involvement is a core part of the work of NICE’s People and Communities Team, to ensure that patient input and evidence is impactful and that NICE’s recommendations reflect that evidence.
