Implementation of a multi-layered, Whole Community approach to mental health calls for development of a local or regional structure that can support the development of seven pathways to mental health: companionship, community collaborations, prevention, behavioral health integration, CCBHCs, supported recovery, and outreach and engagement. The Whole Community Leadership Team anchors a ground-up process of information gathering, feedback and guidance for service development, ongoing quality improvement, and system coordination. The WCLT supports the integration and collaboration of the seven pathway action groups, helping them work in concert to ensure every community and neighborhood has access to the full array of services, including community support, integrated primary care-behavioral health care, prevention and early intervention, outreach and engagement, and treatment, including intensive home and community-based services. Throughout the Whole Community structure, people with lived experience are included as members and leaders. The authors illustrate community collaborations in El Paso and St. Louis, and they describe how even these cutting-edge communities could be enhanced by adopting a Whole Community approach to ending the epidemic of distress and despair. Finally, they offer a roadmap that communities can use to develop a Whole Community approach, whether building off of current collaborations or starting from scratch.
