The Paradox of So-Called Weak Governance: What West African Experiences in Fighting Pandemics Can Show to the Global North

Recent outbreaks of vector-borne diseases, such as COVID-19, Ebola, and Mpox, have revealed the extraordinary importance of pandemic preparedness for public policy. In this chapter, I argue that the Global North has yet to capitalise on Africa’s entrepreneurial and exemplary experience in adopting the prominent One Health approach to develop sustainable health care systems. Using participatory observation and qualitative interviews, I examine the experiences of West Africa to identify good practices for disease control and prevention. The cases demonstrate how inclusiveness and bottom-up approaches developed during the Ebola outbreak have enhanced pandemic preparedness and how community resilience has been improved by implementing the One Health approach, which integrates human and animal health.
