Introduction: The Global South, East, North: Asymmetries in International Policy Learning and Transfer

This introduction to our edited volume on South-North policy learning lays out the conceptual and analytical foundations for the book. We briefly clarify the notions of Global North, South and East. Next, we highlight the need for a better understanding of policy learning, transfers and diffusion–and failures thereof- from South to North. In the final section, we summarize the contributions which can be differentiated into three groups: first, missed learning opportunities showing cases of non-learning or non-adoption; second, cases of distorted, concealed or partial adoptions and learnings; and third, cases of real and explicitly acknowledged policy transfers.
