This chapter aims to define lifelong learning in terms of workers’ rights in relation to their employer. The chapter primarily focuses on identifying and analysing the legal institutions that can increase workers’ freedom with regard to lifelong learning. It begins by outlining the right of workers to be informed of learning needs and opportunities, followed by an analysis of the qualification of workers’ learning time from the perspective of the legal definition of working time. Next, the legal framework of the principle of equality is analysed to determine whether it provides legal protection for workers’ access to training and their entitlements related to lifelong learning activities. Finally, the right to educational leave is presented. The final section considers how the recognition of the human right to lifelong learning may affect workers’ rights in relation to their employers.
