Building Resilience: Developing a Curriculum for a Massive Open Online Course to Train Smart Cities’ Resilience Officers

Urban resilienceUrban resilience is a growing priority for smart citiesSmart cities, requiring specialized professionals known as Smart CitySmart cities Resilience OfficersResilience officer (SCROs). However, current educational programs fail to meet the specific training needs of these roles. This study addresses the gap by developing a dedicated curriculum that blends theoretical knowledge with practical skills tailored for SCROs. The research process included an extensive literature review and surveys with municipal officials and expertsExperts, drawing from established frameworks like the Digital Competence Framework for Citizens to identify key competencies. The resulting curriculum was tested through a Massive Open Online CourseMassive Open Online Course (MOOC) with 676 participants, whose feedback was used to refine the content. The curriculum follows a problem-centered, Vocational Education and TrainingVocational Education and Training (VET) approach to develop cognitive and applied skills. Practical exercises, case studies, and performance assessments support hands-on learning. This iterative development process, from needs analysis to pilot testing, ensures the curriculum’s relevance and effectiveness. Ultimately, the program equips SCROs with competencies needed to manage urban crises, thereby enhancing the resilienceResilience and sustainabilitySustainability of smart citiesSmart cities.
