This chapter analyses Principle 17 and its Commentary. First, it discusses the evolution of the Principle and its Commentary during the working group sessions, as well as the critical aspects that marked its preparation. Secondly, it reflects on the relationship between Principle 17 and other related international texts. Then, the practical application of the Principle is analysed, using examples to facilitate its understanding. Finally, a general reflection is made on its purpose in the framework of the Principles. This reflection is intended to provide a comprehensive overview of Principle 17. For this reason, its antecedents as well as its normative context and practical application are analysed.
