Unregulated housing neighborhoods (UHN) are a significant urban phenomenon in Moroccan cities and rural centers, particularly in high-density areas. These neighborhoods have emerged without prior planning or basic infrastructure, leading to complex challenges related to urban disorder, landscape deterioration, weak infrastructure, and worsening socio-economic conditions. Despite efforts by local authorities and urban planning agencies, these areas remain difficult to integrate into the urban fabric due to the absence of appropriate planning documents. The municipality of Arbaoua exemplifies this issue, prompting the Urban Agency of Kénitra - Sidi Kacem - Sidi Slimane to launch a study aimed at restructuring the Baqbaqa, Abdeslami, and Masjid neighborhoods. This study seeks to establish a reference framework for rehabilitating these areas, integrating them into the urban landscape, and regulating construction activities. The initiative aims to curb uncontrolled urban expansion and promote better urban governance. The study’s findings highlight the persistence of this phenomenon, indicating the inadequacy of current urban policies in addressing unregulated urban growth. Consequently, the recommendations emphasize the need for a comprehensive development strategy that balances population growth with economic planning. Such an approach is essential for achieving sustainable urban development and improving the quality of life in these neighborhoods.
