Despite all of the negative effects of political parties, they have at least one positive effect: increasing voter turnout. This chapter reports which types of voters are less likely to vote in low-turnout elections and weighs the value of increased voter participation against higher polarization and the reduced quality of voter deliberation. It also traces how parties have historically supported or opposed the expansion of voter suffrage based on their electoral interests.
