Modern health systems rely on complex interactions among various stakeholders, including patients, caregivers, healthcare workers, specialists, pharmacies, laboratories, hospitals, clinics, insurance entities, and research institutions from both the public and private sectors. Achieving effective collaboration among these actors requires robust interoperability of information and communication technology (ICT) systems. This paper outlines a vision for developing a national interoperability framework for eHealth in Uganda, aligned with the WHO Global Strategic Framework 2020–2025. It presents a set of validated requirements for selecting interoperability data standards to enhance health information use, focusing on HIV and TB as case studies. The Health Information Innovation and Research and Working Group (HIIRETWG) of Uganda’s Ministry of Health validated these requirements to guide digital health strategy implementation.
