The decentralized nature of modern cloud environments presents significant challenges in enforcing secure and adaptive access control. Traditional models like RBAC or ABAC fail to adapt to dynamic trust and threat conditions. This paper introduces a swarm intelligence-based access control strategy using Particle Swarm Optimization (PSO) to enable distributed and intelligent decision making. Access agents dynamically evaluate context and trust to arrive at optimal access control decisions. Experiments using federated cloud scenarios demonstrate improved accuracy, reduced false positives, and real-time adaptation over existing models.
