This chapter is drawn from archival research done at the Military Archive in Avial, where the papers of the Madrid Province Passive Defense committee are held. Here the emphasis is on the development of passive defense mostly in the city of Madrid, with some commentary on the province as well. The chapter begins by assessing the bombing of Madrid, particularly at the start of the war in 1936, and then moves on to consider the work of the Passive Defense committee in building bomb shelters, the debate over public shelters vs. shelters in apartment buildings, and then the shortages of manpower and supplies that were apparent by 1938, to the end of the program in 1939.
