The text discusses climate change’s impact on rural development, especially in agriculture, highlighting how unpredictable weather like droughts and floods threatens food security, income, and infrastructure. It explains that land tenure security promotes investment and productivity, while insecurity hampers progress. The challenges of financial exclusion in rural areas are examined, showing that limited access to finance affects investment, productivity, and poverty. Weak governance—marked by low political will, accountability, transparency issues, corruption, and limited community involvement—is identified as a significant barrier. Environmental degradation, including deforestation, overgrazing, and harmful farming practices, is also addressed.
