In May 2018, the United States (US) abrogated a formal agreement with the Islamic Republic of Iran called the Joint Comprehensive Plan of Action (JCPOA). This agreement imposed strict limits on Tehran’s ongoing nuclear research program, but sweetened the pill by lifting the financial and commercial sanctions that had crippled the Iranian economy. The JCPOA had elicited little more than a cool reception from the other Persian Gulf states, whose leaders suspected that its provisions would enable Iran to re-emerge as an active force in regional and global affairs. Yet Washington’s abrupt tearing up of the agreement, combined with the launching of a campaign to exert “maximum pressure” on the Islamic Republic, raised the likelihood that Tehran would resume uranium enrichment, step up arms production, and implement retaliatory measures against the US and its regional allies.
