This chapter provides a comprehensive examination of the institutional challenges and structural opportunities for Track 1.5 Diplomacy within the European landscape. It posits that while the European environment offers a fertile ground for sophisticated hybrid diplomacy due to its supranational governance and normative identity, its effectiveness is currently constrained by critical systemic flaws. The analysis identifies five core challenges: budget fragmentation coupled with donor fatigue (undermining sustainability), severe human resource capacity limitations, pervasive cross-border accountability gaps, ethical ambiguity (leading to moral hazard risks), and acute geopolitical divergence between Eastern and Western European security paradigms. Conversely, the chapter highlights three key opportunities: leveraging the structural advantages of multi-level governance to ensure policy complementarity; utilizing the European Union’s normative power as a framework for legitimacy and value-based expansion; and capitalizing on the emergence of Brussels and Geneva as dynamic “learning laboratories” for professionalizing and innovating mediation techniques. Ultimately, the chapter concludes that fully realizing the potential of European Track 1.5 Diplomacy requires a dual strategy: mitigating structural friction through harmonized financing and shared ethical standards, while strategically exploiting the continent’s institutional density and commitment to global norms.
