The Urgent Need for Educational Reform: Challenges and Opportunities in Iranian ELT Teacher Education

This chapter synthesizes the findings of the preceding analyses to present a compelling case for comprehensive reform in Iranian ELT. Integrating all three dimensions of the MCELE framework, it diagnoses the root causes of the system’s underperformance: policy instability, substandard materials, teacher disenfranchisement, and inadequate time allocation. The chapter moves beyond critique to offer a strategic roadmap for transformation, proposing the establishment of an Interministerial Council on Language Education, the reform of high-stakes testing, and the formalization of public-private partnerships. It argues that piecemeal changes are insufficient; only a systemic overhaul that aligns policy, pedagogy, and professional development can enable Iran to meet its national development goals and prepare its citizens for the global stage.
