This chapter examines the Finnish school transport policy and governance with a special focus on temporality. In the 2000s, the depopulation of rural areas has shrunk Finland’s school network by half, resulting in many pupils spending hours commuting to school. Using the concepts of temporal justice and discretionary time, the chapter examines how temporality manifests in official policy documents and its implications on the equality of pupils. The data consists of four policy documents published in 2020–22 by the key administrative agencies at the national level. The results show that temporality in school transport is mainly understood as the governance of maximum time limits set by law. Despite the goal of educational equality embedded within the Finnish basic education system, we argue that the current school transport policy and its evaluation criteria fail to recognise the temporal inequalities involved.

摘要
