America’s Final Effort to End Hostilities in Kosovo

This chapter explores the decisive role of the U.S. in the final phase of the Kosovo conflict, focusing on its leadership during the Rambouillet negotiations, the NATO air campaign, and the subsequent adoption of United Nations Security Council (UNSC) Resolution 1244. It argues that the U.S. employed a dual strategy combining diplomatic pressure with military intervention to halt the conflict and establish the conditions for Kosovo’s future political status. The chapter examines the institutional transition from the Kaçanik Constitution to the Constitution of the Republic of Kosovo, highlighting how U.S. involvement through diplomatic leadership, support for international administration, and post-war building efforts helped shape Kosovo’s emerging legal and political framework and contributed to securing its international legitimacy.
