A constant feature of Richard Kahn’s intellectual work was his interest in international economic issues. This chapter focuses on this aspect of his work, with particular reference to his ideas on the regulation of international trade, the supranational stabilisation of commodity prices through a system of buffer stocks, and the management of foreign currency markets. Underpinning these reflections is an ongoing reference to the principles set out by Keynes at Bretton Woods, particularly with regard to the need to establish institutions and regulations that enable each country to exercise autonomy in its economic policy decisions within the context of a gradual and controlled liberalisation of international trade and capital flows.
