Homeowners Associations (HOAs) play a crucial role in neighbourhood governance, shaping how residential communities operate and influencing community activities. In African cities, where urbanization is rapid and infrastructure development often struggles to keep pace, HOAs have emerged as crucial entities in managing shared resources and ensuring order within communities. However, their involvement in implementing sustainability initiatives is often constrained by institutional, financial, and sociocultural challenges. Using the narrative review of literature, the study presents the current state of the issues and proposes a conceptual framework to explore the dynamics between HOAs, neighbourhood governance, and the adoption of sustainability measures in African cities. The framework identifies key factors, including governance structures, stakeholder engagement, regulatory frameworks, and socioeconomic contexts that influence the effectiveness of HOAs in promoting sustainable practices. This conceptual framework provides a foundation for analysing and addressing the complexities of promoting sustainability within the unique context of residential neighbourhoods and African urbanisation. The study calls for further empirical research to validate the framework and develop practical strategies to enhance the capacity of HOAs in driving sustainable transformation at the neighbourhood level in African communities. This work contributes to the broader discourse on sustainable urban development, highlighting the potential of HOAs to serve as channels for environmental stewardship in the drive towards more resilient urban futures of Africa.
