This chapter emphasizes the growing importanceGlobal Value Chains (GVCs) of services in enhancing Vietnam’s export competitiveness. It argues that while Vietnam has traditionally relied on manufacturing exports, a strong supporting services sector is essential for realizing its full export potential. Currently, Vietnam’s business services contribute significantly less to gross exports compared to ASEAN peers and OECD economies. Key barriers to service sector development include regulatory restrictions, state-owned enterprise dominance, and digital skills gaps. The chapter recommends trade liberalization, strengthening domestic value chains, investing in skill development, and supporting green exports to enhance the services sector’s contribution to overall economic competitiveness.
