The systems engineering process begins with sponsors providing a team with the resources to address some problem. To fully understand the problem, the team must know why the sponsors initiated the project. The space program would, at one point, consume five percent of the Federal budget. These resources might have been used to fund social programs, defense programs, research grants, health care, education, cuts taxes, reduce the deficit, etc. The President’s decision to pursue the Moonshot was an implicit decision not to do any of these other alternatives.
