Disaster Risk Management for Future Crises and Conflicts
摘要
The shift of DRM concepts from solely scientific and technical towards socially sensitive has resulted from disasters that had occurred, their nature and impact they had on societies. The present DRM strategies are still evolving to recognize unexpected events resulting from climate change and protracted crisis and interaction with society and focus on adaptive capacity, transformability, learning, and innovation. These approaches engage various stakeholders and civilians/local communities into the DRM processes embracing technical and human dimensions: infrastructure protection and social protection. In practice, the DRM conceptualized this way becomes an integrated structure in which collective strength creates the added value. The case study of the flood in the southern-western Poland (September 2024) illustrates how DRM system integrates all necessary entities, especially military units to respond to the crisis effectively.
