Governance Model for Effective Policy Implementation: A Zimbabwean Perspective

The issue of green policies for a sustainable world has increasingly become more prominent in the twenty-first century due to climate change. Zimbabwe is not spared from this global climate changes; hence, numerous measures and policies have been established to curtail the effects of global warming. Some of the policies have failed to mitigate the effects of climate changes, and this could be a result of ineffective policy implementation. The success or failure of a policy depends upon its effective implementation. Following the global green policies for a sustainable world, much emphasis has been placed on green policies and activities for a sustainable world, and less attention has been given to governance models for effective policy implementation. It is therefore the interest of this paper to unravel a governance model for effective policy implementation in Zimbabwe. Firstly, this paper argues that policy implementation has failed and is still failing due to a lack of community engagement. Secondly, the unstable economic environment has also led to the failure of effective policy implementation. Theoretically, the paper is premised on the community model of corporate governance. The sample consisted of both males and females from distinct age groups. Data was analyzed using thematic analysis. As predicted by the literature, the majority of public policies in Zimbabwe are being implemented using a top-down approach with the public voice on mute, hence the failure of these policies. It has emerged that a lack of community engagement and participation in matters that have to do with the public has resulted in little support from the public insofar as policy implementation is concerned, as citizens associate these policies with politics.
