This chapter examines the evolution of planning approaches in the Galápagos region from 1959 to the present, using an extensive literature review and analysis of regional-level plans to identify shifts in planning strategies. By assessing key aspects—primary driving forces, key actors and governance structures, and the scope and methods of planning—we identify four distinct phases: the Conservation-Centric period (1959–1979), focused on preserving biodiversity; the Conservation and Development phase (1980–1997), which balanced conservation with emerging developmental needs; the Integrated Conservation and Development era (1998–2014), emphasizing the integration of conservation and sustainable development goals; and the Synergistic Conservation and Development phase (2015–Present), which seeks to harmonize conservation and development through community-driven collaborative approaches. Building on this analysis, the chapter explores three critical areas—regional planning and development, placemaking for transformative effects, and evidence-driven collaborative decision-making—as essential components of a human-empowering policy framework to guide the Galápagos’ urgent transition toward sustainability. These areas provide a foundation for addressing the region’s complex challenges and fostering sustainable progress.
