This chapter outlines the CARICOM Mandate issued by the CARICOM heads of government in 1997 to improve the teaching of Spanish in schools at the primary level. This CARICOM Enhancement Project was planned in two phases: Phase I established the Philosophical Framework for an improved curriculum at the primary level (Barnett 2017), and Phase II developed the Enhanced Curriculum for Spanish at the primary level (OAS Evaluation Report, 2001–2002, 11). The document covering both phases is known as the “Primary Spanish Pilot Curriculum” (PSPC). The aim of the PSPC was to prepare Caribbean citizens to meet the increasing challenges of globalisation. Although the Mandate, which was expected to come into effect by 2005, was set up for success through careful planning, substantial human resources, and significant expenditure, each CARICOM territory was expected to adopt the Mandate and implement it with practical strategies; however, they encountered difficulties in achieving their goals.
