Flanders’ E-Commerce Living Lab

This chapter explores key lessons from recent urban logistics initiatives in Flemish cities and the evolving role of logistics in the region’s shifting e-commerce landscape. It contributes to the field of urban logistics policymaking by showcasing concrete examples from Flanders and drawing practical lessons for adoption in other regions. Supported by a recent consumer survey, the chapter starts by examining how changing online shopping behavior is reshaping delivery patterns and introducing new challenges for urban logistics. It then reviews three types of initiatives implemented in Flanders: (1) cargo-bike operations, highlighting both their potential and operational limitations; (2) receiver-led consolidation strategies that engage consumers in reducing delivery frequency; and (3) the development of collection and delivery points (CDPs), which serve as essential logistics infrastructure while offering convenience for users. The chapter concludes by drawing both initiative-specific takeaways and broader policy insights from the Flemish experience. It reflects on the importance of orchestrating public policy, infrastructure planning, and consumer behavior to achieve sustainable and efficient urban logistics. The Flemish experience also underscores the challenges of fragmented local action in the absence of strong regional leadership, underscoring the need for integrated planning and long-term vision.
