Including citizens with first-hand experience in the design of public welfare services is at the heart of the co-production agenda. While studies on how to include citizens through formal meetings abound, there is a lack of knowledge on how to organize co-production as an everyday practice which sustains the inclusion of vulnerable citizens. Based on a longitudinal qualitative study in a large Danish municipality, this chapter contributes knowledge on the topic by presenting insights from three cases of cross-sector co-production for vulnerable elderly people. Each case represents a distinct approach to achieving organizational change: either top-down, bottom-up or as a combination of the two. The analysis shows that the mixed approach, tentatively called “sustained tinkering”, is the most promising format for cultivating co-production with vulnerable citizens.
