In the Nordic countries, voluntary organizations serve as key platforms for individuals to engage with the public sector. In this chapter, we ask what factors facilitate co-production in such a context. We explore this through an in-depth study of co-production in Norwegian search and rescue where the public sector, primarily the police, co-produces services with volunteers in various voluntary organizations. The study is based on 37 interviews with volunteers and public sector staff in six emergency management networks. Our findings point in different directions from previous work, suggesting that co-production is highly dependent on context and that individual and collective co-production should be analysed separately. Furthermore, we challenge the notion of what aspects of the co-production process should be a public sector responsibility and the goal of unbiased recruitment.
