Youth Quotas in Context: Institutional Change and Political Representation in Ecuador (1979–2023)

Political representation impacts all demographics across the world. Nevertheless, some people, for instance, the young, feel it more than others—across and within countries. This chapter analyses Ecuador as a case study of youth political representation from 1979 to 2023 in the legislature. Despite a young population and an electoral system that favours the inclusion of minorities (gender and youth quotas), the political landscape continues to fail in hearing these voices and translating their preferences into policy. One key takeaway is that having a young population, or an electoral youth quota, does not necessarily entail a higher representation of youth. Other factors, such as ideology and the age of the president, are more correlated to changes in youth representation in the legislature than youth quotas.
