Smart cities are developing to meet the challenges of rapid urbanization, environmental issues and social exclusion. The use of digital technologies improves citizens' quality of life. However, the success of these intelligent projects presupposes the involvement of all stakeholders. Thus, participative governance is an essential tool to ensure the realization of an inclusive, transparent and sustainable smart city. This paper examines the role of participatory governance in the development of an inclusive city. Based on a systematic review (PRISMA), this research explores theoretical aspects, challenges and opportunities of participatory governance in the context of the smart city.
