Morocco has deployed an ambitious Energy Strategy to enhance its productive capacities and become an important actor in its regional Energy market. By leveraging its geographic and natural characteristics to develop strong renewable energy production facilities, Morocco currently aims to increase the share of wind and solar energy in its energy mix. Additionally, the current government secured several agreements with European actors such as Germany to develop Green Hydrogen capacities in Morocco. This study presents a comparative review of Morocco’s policy framework organized around three main themes: policy backgrounds, legal frameworks, and promotion schemes. Employing both qualitative approaches and a quantitative model demonstrating the role of energy intensity as a policymaker’s lever, this paper contributes to the growing body of literature on sustainable energy policy and its role in driving economic and environmental transformation.
