The treasure fleets were successful in protecting the movement of goods and money from Havana to either Manilla or Seville. But there was still considerable commercial activity that was not included in the treasure fleets, and these ships were subject to constant threats from a variety of pirates; many of whom were quietly supported by the governments of England; France, Portugal; or the Dutch.
