Well before the Battle of Megiddo, British and the French military leaders were confident that the Ottoman Empire would be defeated. The question then would be: How should the territory that was formerly claimed by the Ottoman Empire be divided into political entities after the fighting ended? To answer that question the British and French Governments formed a committee in November of 1915 to outline how the territories of the Ottoman Empire should be governed after the war.
