This study evaluates the sustainability of Oman’s hydrogen economy using the Analytic Hierarchy Process (AHP), a multi-criteria decision-making methodology. As Oman seeks to diversify its economy and transition toward renewable energy sources, developing a sustainable hydrogen sector has emerged as a key strategic priority. This research aims to determine the most sustainable approach for developing Oman’s hydrogen economy by analyzing various criteria and strategic alternatives. The top level represents the overall goal of determining the most sustainable hydrogen economy strategy. The second level comprises five key evaluation criteria derived from Oman’s Green Hydrogen Strategy: economic impact, environmental impact, energy security, technical feasibility, and localization potential. The third level consists of three strategic alternatives: rapid scaling, a balanced approach, and gradual development. Through pairwise comparisons, the relative importance of each criterion and the performance of each alternative under each criterion were evaluated. The analysis revealed that economic impact (weight: 0.274) and energy security (0.217) were prioritized as the most critical factors, followed by localization potential (0.217), environmental impact (0.191), and technical feasibility (0.100). This prioritization reflects Oman’s focus on economic diversification and energy independence while maintaining a commitment to environmental sustainability and local capacity building. The evaluation of strategic alternatives yielded insightful results. The balanced approach emerged as the most preferred strategy (priority: 0.411), closely followed by rapid scaling (0.394), while gradual development ranked significantly lower (0.195). This outcome suggests that a strategy combining ambitious growth targets with careful ecosystem development is considered the most sustainable for Oman’s hydrogen economy. The narrow margin between the balanced approach and rapid scaling indicates strong support for accelerated development in certain areas, particularly where Oman has clear competitive advantages.
