The Paris Agreement (COP 21, Glasgow 2015) set three targets, no more than 1.5C above pre-industrial levels by achieving net zero for C02 by 2050, net zero for all other GHGs by 2070, and net negative for all GHGs by 2100. So, is it late or too late to halt the growth in GHG emissions leading to climate change—defined as a change in weather patterns usually lasting for at least 30 years and possibly for centuries? (National Geographic (2025) All About Climate https://education.nationalgeographic.org/resource/all-about-climate/ ) One hinderance is green finance, or the lack of it. Green investments, whether done privately through banks and private investors, or publicly through sovereign bonds, are struggling in the OECD countries, but across the Global South, where most of the GHGs are emitted, remain woefully inadequate. One possible way forward would be the creation of an International Green BankInternational Green Bank with an exclusive focus on the Global South, supported by green bonds from among the world’s major trading currencies, with ChinaChina and IndiaIndia playing leading roles. This among other ways forward are discussed in this chapter.
