Prefigurative Politics of Transformations in Land Use Decision-Making Systems in Europe

This chapter reflects on findings from the transdisciplinary EU Horizon project PLUS Change and proposes a system of intervention points that represent prefiguration for transforming land use decision-making systems. The research has a basis in investigating political economies, analysing policies and actors via surveys and participatory workshops in collaboration with practitioners, policymakers, local stakeholders and citizens from 12 diverse cases spanning nature conservation, natural resource management, and regional/urban development in Europe. This approach provides a system-level, multi-sectoral and multi-actor perspective on prefigurative politics. The chapter summarises findings on current trends and gaps related to political economies, as well as on options for transformative interventions in land use decision-making. Four intervention points were identified for catalysing change through (1) decentralising power and enhancing multi-actor participation; (2) bridging policy gaps and promoting alignment for greater synergy; (3) responding to external trends and bottom-up initiatives; and (4) strengthening policy implementation and accountability. These interventions may serve as strategic entry points to prefigure changes in land use decision-making systems by addressing the roles of policies, actors, and their interactions in different contexts.
