Legitimation of Climate Change Adaptation Policies in Norway: Intersections Between Societal Planning, Technological-Administrative, and Societal Security Discourses

This chapter deepens the relevance of understanding the role of legitimation for developing climate change adaptation policies, on the basis of the discourses that characterise the Norwegian climate change adaptation field. We argue that to understand how policy choices are constructed, it is necessary to include a perspective on legitimation. Sound policymaking is not only about creating governance capacity, but also about generating governance legitimacy. Legitimation efforts, therefore, can take different directions. We conclude that legitimation efforts regarding climate change adaptation in Norway are inherently complex matters, reflecting the realities of governance as much as the realities of climate impacts.
