As the previous chapter demonstrates, most interviewees do not feel they live in peace. While the situation is more complex than a simple binary of peace versus no peace, local understandings of peace suggest the absence of stable, durable peace. This is however contrary to the dominant top-down narrative, which portrays Kosovo as a post-conflict society. This disconnect significantly shapes the interventions that are implemented, which are often misaligned with the local communities’ visions of peace. Focusing on the second component of the Peace and Security Assessment (PSA), it becomes clear that various obstacles hinder the realisation of these local peace understandings. This chapter concentrates on these two components: obstacles to and capacities for peace. The fourth component, the trans-scalarity of peace, runs throughout the chapter and is therefore not addressed in a dedicated section.
