The term atomic/nonatomic has been widely used in the literature to refer to the measure associated with the set of all decision-makers. If that measure has no atom, the game is sometimes referred to as a nonatomic game. If the index of a single decision-maker is of nonzero measure, that decision-maker is an atomic one. Here, we use a slightly different definition, but the idea is similar: An atomic decision-maker has a non-negligible effect on the population mean-field of states and or actions.
